At noon on November 16, 2023 local time, President Xi Jinping attended the APEC leaders' informal dialogue with guests and working lunch in San Francisco.

Xi Jinping pointed out that sustainable development is the "golden key" to solving current global problems. In recent years, APEC has fully delivered on the Putrajaya Vision 2040 and vigorously implemented the Bangkok Goals on Bio-Circular-Green Economy, making positive contributions to global green and sustainable growth. Under the current circumstances, all parties need to further build consensus and focus on actions to inject greater impetus into the cause of global sustainable development.

First, accelerate the implementation of the UN 2030 Agenda for Sustainable Development. All parties should put development firmly at the center of the global agenda and build a political consensus that everyone values development and all countries work together for cooperation. China has put forward the Global Development Initiative and made positive efforts to promote synergy among the international community and address development deficits.

Second, forge a new path of transformation for green development. Efforts should be made to promote the transformation and upgrading of energy, industrial, and transportation structures, see to it that reducing carbon emissions and mitigating pollution proceed in parallel with expanding green transition and promoting economic growth, coordinate efforts to promote a just transition of the labor force and high-quality employment, and turn planet Earth into a homeland of coordinated development of the economy and the environment.

Third, build global synergy to address climate change. All parties should uphold the United Nations Framework Convention on Climate Change as the main channel for global climate governance, stay committed to the principle of common but differentiated responsibilities, and set climate targets appropriately in light of their respective national conditions. All parties should address the concerns of developing countries in terms of financing, capacity building and technology transfer, and promote  full and effective implementation of the Convention and the Paris Agreement.

Xi Jinping stressed that China stays committed to fully implementing the new development philosophy, promoting green and low-carbon transition of the economy and society in an all-round way, and making China's contributions to jointly building a homeland of harmonious coexistence between man and nature. China is working to promote the building of green Belt and Road, and will further deepen cooperation in green infrastructure, green energy, green transportation and other fields, and support the capacity building of developing countries through the special fund for South-South cooperation on climate change. China will work with all parties to make greater contributions to building a global community of development and a clean and beautiful world.

Themed "Sustainability, Climate and Just Energy Transition", the meeting was chaired by U.S. President Joe Biden.
