Wang Yi Meets with Secretary-General of the United Nations António Guterres

On November 28, 2023 local time, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi met with Secretary-General of the United Nations António Guterres at the UN Headquarters in New York.

Wang Yi said that the world focuses on the Palestinian-Israeli conflict, and follows the role and action of the United Nations. On the issue of the Palestinian-Israeli conflict, China always firmly stands on the side of peace, human conscience and international law, and supports the United Nations and Secretary-General in playing a unique and irreplaceable role in resolving the Palestinian-Israeli conflict. As the rotating President of the Security Council this month, China has kept close communication with Arab states and all other relevant parties, regarding the Palestinian-Israeli conflict as the core and priority agenda of the Security Council. China also received the Arab-Islamic foreign ministers' group visit to China not long ago, and reached consensus on holding a high-level Security Council meeting as soon as possible with the expectation that the Security Council will send a united and clear message.

Wang Yi said that Security Council Resolution 2712 is the first step to promoting a ceasefire, and a good starting point in resolving the Palestinian-Israeli conflict through political means. The current crux is whether the temporary ceasefire agreement will be extended and whether Gaza will be struck by war again. China's position is clear. First, the war must not be rekindled, and ceasefire must be realized across the board to prevent a bigger humanitarian crisis, and detained personnel should be released. Second, humanitarian materials should have unimpeded access to Gaza, more cross-border points should be set up, and an effective inspection mechanism should be established. Third, the two-state solution should be resumed as soon as possible because this is the widest common ground of the international community and the fundamental way to settle the Palestinian-Israeli issue. China calls for convening a more authoritative and effective international peace conference at a larger scale, and rolling out a road map and timetable for resuming the two-state solution. China supports the United Nations in playing the leading role in this endeavor.

António Guterres appreciated China's constructive role in promoting the political settlement of the Palestinian-Israeli issue and relieving the humanitarian situation during the presidency of the Security Council, thanked China for convening an upcoming high-level meeting on the Palestinian-Israeli issue, and said that this is the first meeting of implementing Security Council Resolution 2712 and is of great significance. The humanitarian situation in Gaza is worrisome, and casualties of civilians and in particular children are unseen and totally unacceptable. It is not enough only to have a temporary ceasefire, nor does it suffice to provide Gaza with humanitarian assistance. More cross-border points should be opened and procedures should be streamlined as soon as possible, so that humanitarian materials will have quick and unimpeded access to Gaza. The United Nations firmly stands for the implementation of the two-state solution to settle the Palestinian question at its root. António Guterres expressed the expectation that the Security Council will achieve more consensus to that end.

Wang Yi, on behalf of the Chinese government, expressed sympathy for bereaved staff of the UN agencies in the Palestinian-Israeli conflict.

On the same day, Wang Yi also met with Foreign Minister of Brazil Mauro Vieira and Foreign Minister of Malaysia Zambry Abd Kadir.
