Chinese Statement on China's decision to press ahead with the national security legislation for Hong Kong

On May 21, the National People's Congress presidium meeting decided to include the Hong Kong Special Administrative Region's national security law in the agenda of the National People's Congress, which will be reviewed after the opening of the Third session of the 13th National People's Congress. On the afternoon of May 28th, the Third Session of the Thirteenth National People's Congress approved the "Decision of the National People's Congress on establishing and improving the legal system and enforcement mechanisms for the Hong Kong Special Administrative Region (HKSAR) to safeguard national security " by a high vote. On the May 28th, a spokesperson for the Chinese Embassy in Liberia issued a statement on the decision of the National People's Congress of China to make Hong Kong national security laws as follows:

National security is the essential precondition for a country's survival and development. Safeguarding national security serves the fundamental interests of all Chinese including Hong Kong compatriots. The Hong Kong SAR is an inseparable part of the People's Republic of China, and the NPC is the highest organ of state power. In light of the new circumstances and need, it is highly necessary for the NPC to exercise the power enshrined in the Constitution to establish and improve at the state level the legal system and enforcement mechanisms for the Hong Kong SAR to safeguard national security, and to uphold and improve the institutional framework of "one country, two systems". This is a significant and far-reaching event in the practice of "one country, two systems", fully reflecting the strong will and firm determination of Central Government of China to maintain national security, and fully embodying the resolute maintenance and the greatest concern of Central Government of China for the overall interests of Hong Kong and the fundamental well-being of our compatriots .
