Remarks at the Launch of the “UNDP Anti-Corruption Innovation Initiative Project” By H.E. Mr. Ren Yisheng, Ambassador of China to Liberia

Your Excellency Dr. Gorge Manneh Weah, President of the Republic of Liberia,

Honorable Larry P. Younquoi, House Committee Chair of Governance,

Honorable Emmanuel Nuquay, Senate Committee Chairperson on Public Accounts,

Honorable members of the Legislature and the Cabinet,

Distinguished members of the Diplomatic and Consular Corps,

Honorable Mr. Cllr. Edwin Kla Martin, Executive Chairperson of the Liberian Anti-Corruption Commission,

Distinguished Mr. Stephen Rodriques, Resident Representative of UNDP,

Distinguished heads of all civil society organizations,

Ladies and gentlemen,

Dear friends,

Good Morning!

Thank you to the organizers for inviting me to attend the official launch of the Anti-Corruption Innovation Initiative Project event hosted by UNDP, Liberian Anti-Corruption Commission(LACC) and three civil society organizations namely Center for Transparency and Accountability in Liberia, Integrity Watch, and Accountability Lab. I feel sorry for not being able to physically attend this event. Thank you for giving me the opportunity to address the conference via recorded video.

Clean politics is the common aspiration of people of all countries, and anti-corruption is a recognized world challenge. The fight against corruption is a task that requires shared commitment and global action. Over the years, to increase the efficiency of anti-corruption endeavors, the international community is increasingly resorting to information communications technology (ICT) and other innovative ways and means to manage key government processes such as procurement, taxation, human resource management and etc. The use of ICT will also allow the public to monitor and report potential corruption activities. We commend the UNDP Anti-Corruption Innovation Initiative which strives to identify new outlooks in promoting transparency, accountability and anti-corruption.

Ladies and gentlemen,

Since the 18th National Congress of the Communist Party of China (CPC) held in 2012, the CPC Central Committee with Comrade Xi Jinping as the core has persisted in no restricted zones, full coverage and zero tolerance when fighting against corruption. During the past 9 years, 212 ministerial or higher level officials have been arrested and punished for corruption reasons. Through tightening the institutional cage and making public government activities via the use of ICT and other innovative methods, China ensures that power is exercised under the sunshine, and fosters a political environment where officials dare not, can not and will not be corrupt. With the joint efforts of the Party and the people across the nation, China has continuously made new achievements in promoting Party integrity and clean administration as well as curbing corruption.

Ladies and Gentlemen,

It is in the common interests of governments and peoples around the world to deepen international anti-corruption cooperation. China advocates for extensive consultation, joint contribution and shared benefits in global governance and adheres to the principle of zero tolerance, zero loopholes and zero barriers against corruption under the framework of the UN Convention Against Corruption, the Forum on China-Africa Cooperation (FOCAC), Belt and Road Initiative, G20, APEC and etc. We have strengthened pragmatic anti-corruption cooperation with other countries, the United Nations and other international organizations. By sharing anti-corruption experience, we will jointly knit a close cooperation network, continuously enhance the in-depth development of international anti-corruption cooperation, and make new contributions to building a community with a shared future for mankind.

China lauds the efforts and achievements of the Liberian government in fighting corruption. The Chinese side is willing to strengthen cooperation with the Liberian government, LACC, UNDP and other relevant institutions to actively support anti-corruption efforts of Liberia. China will continue to promote inter-party exchanges between the CPC and political parties of Liberia such as the Coalition for Democratic Change.
