It is my great pleasure to attend this Conference hosted by the Liberian Anti-Corruption Commission. Thank you for the opportunity to address the conference.

Corruption is the public enemy of human society, and the fight against corruption is thus a common task facing all countries, a task that requires shared commitment and global action. Under the theme: “Re-shaping the perception of corruption and identifying new approaches to addressing systematic corruption in Liberia”, this conference is set to demonstrate to the world Liberia’s firm determination to combat systemic corruption, which will play a positive role in promoting national governance of Liberia.

Since the 18th National Congress of the Communist Party of China (CPC) in November 2012, the CPC Central Committee with Comrade Xi Jinping as the core has perisisted in no restricted zones, full coverage and zero tolerance shown in the fight against corruption, and has taken firm actions to “take out tigers”, “swat flies” and “hunt down foxes” in a multi-pronged manner. Every corrupt official and each corrupt practice must be punished. Through tightening the institutional cage, we let the power run in the sunshine, and foster a political environment in which officials dare not, can not and will not be corrupt. With joint efforts of the whole CPC and the people across the nation, China has continuously made new achievements in promoting Party integrity and clean administration as well as curbing corruption. This is also an important magic weapon for the CPC, which is deeply supported by our people, to achieve a major victory in this year’s fight against the COVID-19 pandemic together in solidarity.

Ladies and Gentlemen,

It is in the common interests of governments and peoples around the world to deepen international anti-corruption cooperation. Currently, China is a member of 15 global and regional anti-corruption cooperation mechanisms. China has actively fulfilled its obligations under the United Nations Convention Against Corruption (UNCAC), and has championed the adoption of the APEC Beijing Declaration on Fighting Corruption. In September 2018, the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) issued the “Beijing Declaration-Toward an Even Stronger China-Africa Community with a Shared Future” and the “FOCAC-Beijing Action Plan (2019-2021)”, which indicated that China and Africa will continue to maintain zero tolerance toward corruption and constantly strengthen the institutions and mechanisms for anti-corruption cooperation. In 2019, China successfully hosted the Clean Silk Road Sub-forum of the Belt and Road Forum for International Cooperation, launched the Beijing Initiative for Clean Silk Road, and promoted anti-corruption cooperation under the framework of the United Nations, G20, APEC and BRICS.

China advocates for extensive consultation, joint contribution and shared benefits in global governance and adheres to the principle of zero tolerance, zero loopholes and zero barriers against corruption, to strengthen pragmatic anti-corruption cooperation with African countries, including Liberia, as well as other countries in the world. China is ready to promote inter-party exchanges between the Communist Party of China and political parties in various countries, including the Coalition for Democratic Change of Liberia. By sharing anti-corruption experience, we can jointly knit a close cooperation network, continuously enhance the in-depth development of international anti-corruption cooperation, and make new contributions to building a community with a shared future for mankind. The Chinese Embassy in Liberia frequently reminds Chinese enterprises and Chinese nationals in Liberia to abide by Liberian laws and regulations. The Chinese side is willing to strengthen cooperation with Liberia Anti-Corruption Commission and other relevant insititutions to actively support anti-corruption efforts of Liberia.
